In the Federalist Papers #10, James Madison shows the importance of having a well constituted government capable of “controlling the violence of factions.” (71) Madison defines factions as a “number of citizens,” “who are united by some common impulse of passion, or of interest, adverse to the rights of other citizens.” (72) Factions often work against, and infringe on the rights of those who are not involved with them.
